If you have Tooltips enabled the tips pop-up window appears in bottom right of the screen, directly over the top of the scroll bar and as such prevents any ability to scroll upwards.
Turning the function off is the obvious answer but the location of the pop-up needs relocating all the same.
I only found out by complete accident but I thought the software guys should know about it.
