Charging indicator light flashes

When the battery is low when the power cord is connected, the LED indicator light will flicker and cannot be charged, but sometimes the LED will stay on for charging. Does anyone have the same situation?

My prime go just started doing this same behavior after upgrading to 2.1.1.
