Headphone query - only able to listen to master out?

I have an issue with my headphone output.

I have split cue on, my cue buttons don’t seem to make any difference. I can only hear the deck that’s playing (master out) , either deck 1 or 2. but I cant hear anything from the non-playing deck, even if I click the cue button?

Any ideas please?
